My VIN says it is. The 12th digit should be a 0, starting the production number sequence.
They don't smog bikes in California yet!
As long as your moving to CA you should be ok. If you already live here can't buy an out of state bike with less than I think 8k or so.

Drive it daily, back and forth to work, Covina to Redondo Beach.
