The manual gives the idle speed 1350 rpm.

Is that your panel? If it is it's not warmed up yet.

Mine does NOT idle at 1350 either. While not 22 or 2300, it does idle at a good 1800 +/- rpm.
As noted, does yours drop after the engine warms ?
When you have the rpm up higher with the throttle and you let go of the throttle, does the rpm drop quickly or does it drop slowly and sort of "hunt" around ?
If it drops slowly and never settles, you may have a vacuum leak in the intake somewhere. This will also cause a higher than normal idle speed.
If the idle is solid, drops quickly to a smooth but high rpm...I guess that's what you'll have to live with.

You could pull the airbox cover and filter and make sure the butterflies are closing completely when you release the throttle. If the butterflies aren't closing completely, there's your problem. It could be caused by misadjusted or binding throttle cables, or binding in the linkage at the throttle bodies.

If the butterflies are completely closed with the throttle released, either the ECM is telling the Idle Air Valve (IAV) to open too far, or the IAV is hanging partially open. You could remove it and squirt throttle body cleaner into the port to clean it; it might help loosen it up so it works correctly.

It's screenshot of user manual. I have exactly the same situation. The engine is warm.
Idle speed float around the level "2", a little more or a little less. Sometimes they become 1500 rpm.
It is necessary to pull the clutch lever in neutral - and the idle speed increases to 2200-2300 rpm.
However, there is no impact inclusions first gear. No jerks. Motorcycle - full stock. Everything is working normally, only confuses of idle speed.
