My build date clearly says 09/2016 the dealer,title and all other paper work says 2017.

Doing some research on the initial shutdown (4-'15) and restart dates (2-'16), and the like will tell the story pretty clearly. The bikes sat assembled or partially assembled in the factory collecting dust for about a year until the liquidation company acquired them at auction. Then they restarted production (2-'16) and produced a stickered the vin for the frame at final assembly to date the bike. Early years' bikes had a mix of different parts, later bikes should have more "revised" parts such as updated starter and dash (once they ran through he bad parts). Either way you shouldn't dwell on it too much as there isn't much difference between them except colors, a few parts, and a year's warranty on the '17 bikes. They announced ceasing motorcycle production again at the end of January, 2017 but will continue to supply parts.
Posted on your other thread. Check the 10th digit of your VIN. "G" is 2016, "H" is 2017. Legally a manufacturer can call any vehicle a 2017 if it was produced starting January of 2016 or later.
